The Govt. of Assam has recently launched a new scheme "Orunodoi" which aims to provide financial assistance to the needy families of the State. Bodoland Job News has compiled the details of the Scheme in a very simple and lucid way. Read the following to know all the details.

1. What is Orunodoi Scheme?
Orunodoi Scheme was announced by the Finance Minister In his Budget Speech 2020-21. The Scheme envisages poverty eradication and socio-economic inclusion of financially vulnerable families of Assam through sustained financial assistance by DBT, leveraging cash transfer on a monthly basis, so that underprivileged families are assured of minimum monthly cash flow.

2. How many families/beneficiaries will be included in Orunodoi Scheme?
15,000 beneficiaries per Legislative Assembly Constituency (LAC) and if the population of LAC exceeds 2 Lakhs then target shall be 17,000 beneficiaries per LAC. This target will be further divided Gaon Panchayat wise in rural areas and Village Council Development Committee (VCDC) wise in Sixth Schedule Areas etc. In urban areas, it will be divided among municipal corporation, municipalities and town committees, Assembly segment-wise. Overall, the scheme will benefit 19 lakh households in the state.

3. How much financial assistance will be provided under Orunodoi Scheme?
The maximum financial assistance to be provided under Orunodoi Scheme is Rs. 830/- per month per beneficiary which equals Rs. 9,960/- per year (approx. Rs. 10,000/-). The break-up of the financial assistance is given below:
  • Procure of medicines- Rs. 400
  • 50% subsidy for 4kgs of pulses- Rs. 200
  • 50% subsidy for 4kgs of sugar- Rs. 80
  • Fruits and vegetables- Rs. 150

4. Who can apply for Orunodoi Scheme or what are its eligibility conditions?
The applicants should fulfill the following conditions to be eligible for Orunodoi Scheme
  • Should be a permanent resident of Assam.
  • Should be presently resident in Assam.
  • Annual Income of the Applicant/family should be less than Rs.2 Lakh.
  • The beneficiary (nominated female member) should have a bank account of her own. In case, the beneficiary does not possess a bank account then a bank account would be required to be opened prior to the date of approval of the application.

5. Who will be given priority under Orunodoi Scheme?
  •  Has widows, divorced female/ unmarried female/separated females and any specially-abled member of the HouseHold.
  • Poorer families whether they are covered under NFSA or not.

6. Who are not be eligible for Orunodoi Scheme?
The following households shall be automatically excluded from the scheme:
  • A household without any female member.
  • Former and current MPs & MLAs
  • Current Members of Panchayati Raj Institutions and Urban Local bodies.
  • All regular serving or retired officers and employees of Central/ State Government Ministries/ Offices/ Departments and its field units Central or State PSEs and attached offices/ Autonomous Institutions under Government as well as regular employees of the Local Bodies and PSUs.
  • All regular or serving employees of Cooperative Societies registered under the Assam Co-operative Societies Act 2007 and is partially/ fully funded By the Govt. of Assam or Govt. of India or any of its Ministries/Departmental Offices.
  • Doctors/ Engineers/ Lawyers/ Chartered Accountants/Architects and Registered Govt. contractors.
  • Income taxpayers 
  • Farmer families which own more than 15 Bighas of agricultural land.
  • Household owning a tractor.
  • Household owning four-wheeler or mechanized boat. (Having two-wheeler is not an exclusion criterion).
  • Household owning a refrigerator or Washing machine or Air Conditioner.

7. When will Orunodoi Scheme be launched in Assam?
The Scheme may be formally launched from 2nd October, 2020 in all districts of Assam.

8. How will the beneficiaries of Orunodoi Scheme be selected?
The preliminary selection of the beneficiaries will be done at the level of Gaon Panchayat (GP)/ Village Council Development Committee (VCDC)/ Urban Local Body (ULB) based on eligibility/ ineligibility conditions.

9. How to apply for Orunodoi Scheme 2020-21? 
Interested and eligible beneficiaries shall contact Orunodoi Sahayaks of their respective districts for necessary information and instruction regarding the application process for Orunodoi Scheme. The detailed instruction for applying under Orunodoi Scheme will be notified from 2nd October, 2020.


10. Will the beneficiary have to refund the money if at any point of time it is detected that the details submitted at the time of applying are false or fraudulent?

Yes, the beneficiary may have to return the money received with interest if it is detected at any point of time that the details submitted at the time of applying are false or fraudulent
